Interesting question. As always, best to ask Philmont directly, and to document who gave you whatever answer you get, in case it comes up again at check-in.
Note that the rules actually are no more that four adults OVER the age of 21, which may muddy the waters even more. A topic beaten around in the past is the logical inconsistencies that can result from crews with members between 18 and 20 years old (who are adults in a troop, youth in a Venturing crew, and "it depends" in a Philmont crew).
