Yes, it is an option - you do not have to use burros.
One reason for not taking burros is to have other choices as to your route of travel - with burros, you must stay on certain trails (sorta like Cavalcade - they want to limit where the equine traffic goes). Example: on Trek 21 you'd pick up burros at Ponil and go to Pueblano - with burros you must stay on the jeep trail that goes up South Ponil Canyon, but if you don't take burros then you can take the trail that leaves Philmont property and goes across Wilson Mesa - from Wilson Mesa there is a gorgeous view of Mt Baldy, the same view that is on on of the Philmont postcards - taking burros you'd not get that view.
Having said that, I have fond memories (well, vivid memories!) of packing a burro in '63 - it is something that the boys will probably not be able to do anywhere else.
