We got our letter and we are number 42 out of 1457 groups. We can start
planning even harder now.

I concur. It is completely random.

To illustrate:

I am the webmaster for the PSA and oversee our own proprietary in-house
database. I work regularly with the E.D. of the PSA who is married to
the IT Manager for Philmont.

I went online and registered just like everybody else. Surely my troop
would get a spot, right?

Nope. Wait Listed - #700.

No, it was a "random" selection. The waiting list assignments were
random too. Both our troop and crew signed up for the selection process
on the same day. The troop was selected while the crew wound up #1140
on the waiting list. The troop has had several past Philmont
backpacking treks while the crew has never had a backpacking trek.
