This is not correct. Units that trek in 2005 are completely ineligible
to trek again in 2006; they are not placed at the bottom of any list.
With respect to those who do not make it in 2005, they will need to
reapply for the 2006 lottery near the end of this year. Based on what
little information Philmont has provided, all 2006 applicants start out
on an equal footing, for another completely random, computerized
selection lottery - that is, there is (APPARENTLY) no bias for having
failed to win the previous lottery or even multiple lotteries, or for
the number of eligible Scouts in the applying Unit. These are issues
that were debated long and hotly over the past two years on this forum,
and elsewhere, when the new system was announced. It is possible that
Philmont IS doing some sort of weighting in the drawing, but they are
playing this very close to the vest, having learned long ago that some
people will screech long and hard about the terrible unfairness of it
all, no matter what they do. Without the nuts and bolts details, there
are (and can only be) low volume, generic complaints. A wise decision
on their parts.
