Have you considered holding a Philmont Rally? It could be the "problem"
is that not many of your target Scouts really know what Philmont is.
Since offering slots by announcement doesn't seem to be working, you may
be better served by a presentation and slide show. If you can get 25
Senior Scouts and Venturers in the room, I'd bet you'd fill your last
few slots. Getting them in the room then becomes the problem - but
that's where you can recruit the help of Adult Leaders. FWIW, I have
found Sunday nights to be the best nights for multi-Unit meetings.

If this isn't practical for whatever reason, then I'd target your five
biggest Units (biggest in terms of H.S. aged Scouts, that is) and beg
putting on a presentation/slide show for each, at their regular
meetings. I would guess that some of their leaders would appreciate a
ready-made program walking in the door, and a "night off" from the
weekly grind. Ask the SM's to invite one parent of each Senior Scout to
attend also, and give out flyers with all the pertinent information.
Five big Units in my District would equal at least 100 H.S. aged Scouts.
  Thems pretty good odds....
