Scott,
 They haven't allowed fires at Philmont for at least 5 years now. I
doubt anyone can say how available that stuff MIGHT be. Philmont is
working on training procedures in the event that MAYBE they can allow
fires this season. The only fires allowed last summer were staff
supervised, and they were few.
