[Philmont]: "Rules"

If there is one thing I have learned the hard way in Scouting, it is
that stated BSA "Rules" are often imaginary, or if actual are limited to
specific Councils, or even specific camps or specific programs. I have
myself pontificated on several occasions, and found myself to be dead
wrong and looking foolish. Bottom line being, if it isn't spelled out
in black and white in the Guide to Safe Scouting or an equivalent
Official BSA document, be dubious. Be very dubious....
