One method of running a lottery with "improved chances" is the way that the doe permit lottery here in Minnesota is run. Each year that you apply for a permit and are unsuccessful you are given a number, 5 your first unsuccessful year. In the proceeding years your number gets lower. When they have the drawing they give the permits to all the number 1's, then if they are any left the number 2's and so on. When you are successful then you number starts back at five. You must apply every year or you lose your number and will not be in the lottery. I have found this very fair. The last two years in the part of the state where I hunt permits are purchased over the counter as the population is high, but there are still using this system for other parts of the state.
