The only way to allow more scouts to come to Philmont is to have "more"
Philmont - as in more land. To be sure, when land comes available that
connects to Philmont, they do try to work out at least a land use
agreement. See the Valle Vidal. The agreement to use the Valle allows
+/-3,000 extra scouts to enjoy Philmont every summer.

go to Philmont actually gets to do so at least once in his Scouting

I've gathered from the postings that some persons get to go more than
once
and some not at all. The lottery system could be weighted to favor
those
who have never gotten to go before.
Frankly, though, a better system would be to review ways to allow more
Scouts to come to Philmont. I've been twice, as a crew member as a
Scout
and, later, as an Advisor. I would not trade these experiences for
anything.
It is not a good thing for a boy to read about something that is part of
the
Scouting program, only to find that it is unavailable to him. This
applies
not only to Philmont, but to all the rest of the Scouting program.
