The backcountry acrage isn't the only issue, and may be of lesser concern than the ability to accomodate and process crews through base camp. In the trips I've made to Philmont I've rarely felt crowded in the backcountry but I can't say the same for base camp. I'm sure the New Mexico Department of Health has something to say about base camp capacity and existing facilities.
