Very interesting perspective, thanks. The council in which we are involved
here in North Texas maintains a fishbowl lottery for their Philmont
Contingent Crews. There are always more Troops and Venture Crews than
Philmont slots available. Once a crew is awarded, the troop fills it as
they normally would. It is my understanding that, in this council, your
contingent crew affects your standing with Philmont's 2 year rule. So you
cannot get a contingent crew here if you attended Philmont the prior year
and you cannot get approval to attend in the following year.
This rule is not applied to scouts/scouters that fill out another troops
crew. Any scout here could, with the right connections, backpack as part of
a crew every year.

I must admit that I'm not up on all the rules and processes that govern the
distribution of crews to councils and individual units. That said, I'm told
and I believe that council's request a specific number of crews and they are
awarded a specific number based on several factors including the council's
size and its demonstrated ability to fill the slots allocated. Once council
requests have been satisfied the ranch moves onto the individual units. I'm
told that it is difficult for council's to get additional crews, or to
maintain a crew count in excess of what they can actually fill year over
year. This creates a climate where in any given year the council high
adventure committee is going to do everything they can to fill every slot
they have. Both of the council's I've been a member of have a process that
limits the number of reservations from single units early in the sign-up
period; that takes into consideration previous attendence and age ... so
that those that might not get a chance in another year get preference, and
those that will have more chances in their future might be asked to wait a
year. I think that units should adopt similar procedures in filling their
own crew(s) and should strive to send full crews as councils do, although
I'll concede that our unit would prefer smaller crew(s) aligned to ability.
One could make the argument that giving entire crews to individual units, as
some councils may do, opens up slots for other units. We should also
remember that at the end of the day, independent of the route you take to
Philmont, your council exec has the last say ... you can't confirm your
reservation without his signature. It is here that the two year rule is
applied, in the Scout exec's certification, so councils could choose to
impose a hiatus on troops that attend as part of the council contingent
although I must say I've never heard of this happening. In our council, and
I suspect in most councils, troops that go with the council do so using the
same method as those going individually ... each and every participant fills
out an application and pays an individual deposit, each is assigned a
position in line and there is no guarantee that any, or all, get in ... if
the number of members from a single unit is large enough, they are a crew,
if not, others are added to reach the maximum. So, at the end of the day,
while the potential for abuse exists, the gatekeepers are the council execs
and high adventure committees, lets hope they do their jobs.

Perhaps councils should first try to fill their crews with provisional crews
and if unable, fill with troop crews from their council based upon the
Philmont waiting list. That way they don't lose their allotment of crews and
they could even apply an internal weight of who has gone recently and who
hasn't. Of course, that would then depend upon the council staff to apply
fair and honest criteria in an attempt to give as many Scouts an opportunity
at a Philmont experience.
