I have used a Gregory Palisades Plus that is rated at 4500 cubic inches on several treks at Philmont and it worked just fine for me. Internal frame packs take some adjustments before they fit properly. You just can't throw them on your back and go. In addition, as with all internal frame packs, you need to check to ensure the sleeping bag will fit in the sleeping bag compartment. I purchased a compression sack for my sleeping bag just to reduce its volume so it would fit in my pack.
Sure, advisors can bring one person tents, but what do you tell the youth members of your crew when they all want to be in separate tents? You are going to get some different opinions on this, but we try not to do anything different for our adults than for the rest of the crew. So we use two man tents for everyone.
