As long as it's not a bivy, and youth are supposed to be doubled up,
regardless. For adults, they do not even try to dictate (except for the
bivy part).

It is my understanding that no one is allowed in a one man tent. Maybe this
only applies to Bivi (sp?) styles. However, the idea is that the bigger the
tent, the less inviting it is to a bear when the tents are "clustered" as
they should be. My 2 cents.
