[Philmont]: Reference letter for summer employment

There is a young man that went to Philmont with us in 2004 that would
like to work as a Ranger or Wrangler in 2006.

I would like to send a letter of recommendation to Philmont in his
behalf.

Is there a special form and to whom do I address the letter at Philmont
so that it gets seen?
