I will let Dr. Bob answer the specific pack weight question, but just a
few general comments:

No more than you have to have for health, safety and to meet Philmont's
requirements.

Everything that you are carrying in your pack at the time.

Things I tell my crew:

If in doubt, chuck it out!

Light is right!

Embrace multi-tasking. Very little if anything should only be used for
one thing.

Don't think about what you might need, but on what you can do without.
  
Be aware of "the weight of fear" Fear of being thirsty - carry too much
water; fear of being hungry - carry too much extra food; fear of getting
hurt/cold/uncomfortable - carry too much first aid kit/clothes/camp
comforts etc.

The more gear you carry, the more you will enjoy camping; the less gear
you carry, the more you will enjoy hiking.

When you ask most people who have been to Philmont what they would take
the next time, the number one answer is "Less!"
