Right from the beginning of your pre-trek training, you need to let both the youth members and their parents, including your reluctant advisor, know what your expectations are. You are absolutely right in expecting participation of all crew members in crew meetings and hikes. I understand, as busy as most youths are today, that other commitments may get in the way of your plans, but missing a crew meeting or hike should be the exception and not the rule. My good friend Dr. Bob even has a written contract formaly outlining his expectations that each member of the crew must sign.
The real question to you is when would you rather solve this problem, now or on the trail? If you solve it on the trail, you are asking for more misery than you might want. Why should these two crew members have a different standard of performance than the rest of the crew? So what would I do? I would explain your expectations and ask each crew member if they are willing to meet them. If the answer is no, they are politely told that they won't be going to Philmont with you.
