This is much easier to do if you plan ahead.
1. The advisors should establish the expectations for participation,
and the consequences for not following through, very early in the crew
development process. It is much harder to set the rules after the
problem develops.
2. Involve the crew members in scheduling the training activities. If
the crew is going to do 4 shakedown trips, schedule them at a crew
meeting; make sure everyone knows in advance that's what's happening,
and tell them to be prepared to identify any conflicts.
3. As Wally Fuertado suggested, build in some flexibility. Asking crew
members to make 3 out of 4 shakedowns is much easier to pull off than
requiring everyone to make the only 3 you schedule.
4. Make sure the crew members know that a major purpose of the
shakedowns is to get a feel for how the crew works together before you
leave for Philmont. Even the most physically fit and experienced crew
members imaginable are needed to participate, because that is the only
way to see how all the pieces fit together.
It still may be hard to tell a kid who doesn't "get it" that he's not
going to go, but if you've been clear and consistent in what is
expected, you don't have to feel guilty about it. You gave the kid the
chance to make the right decisions along the way, and made it clear what
the consequences of a bad decision would be.
