 FYI- from this past summer's experience, we had 2 people drop from our
crew, leaving a crew of 6. We were able to go on the trail with a couple of
changes. The stipulation was we had to pick a itinerary with another crew on
it (sister crew). The crew decided on 22 vs. 6. Big change in amount of
hiking but it gave the Scouts the activities they wanted.

To quote the 2007 letter I just received:

"Each crew (7-12 participants) must have a majority of youth and is limited
to a maximum of four (4) adults over 21 years of age. No crew of fewer than
7 or greater than 12 will be allowed."
