Maybe you have to call? Anyway, for 20 people, 3 minivans and a cargo van
would be enough (or even four minivans, that looks like it would cost $2800
compared to your $4400 quote for the bus), and as you have to have at least
two crews, you have to have at least four adults, so drivers shouldn't be a
problem. Sounds like two week rentals for the four vehicles would still be
far less expensive than your bus quote.

I would even be willing to bet if you called enterprise and asked them if
they knew someone with larger vans they'd be able to help you.
