[philmont] Internet Lottery system

 
The "NEW" lottery system to get into Philmont is the best solution to an age old problem. In the old system of trying to phone in your reservation- it was a nightmare- and our Troop NEVER seemed to get in While other Troops "seemed to go all the time". I believe this random system is much better and a much easier process than before. AND our Troop has fared much better with the new system.
