Thanks for using the "mouth" end of the horse when referring to my response.
I can only quote from the Guidebook which states, "Necessary items of equipment for each crew of 7-12 persons to bring to Philmont or to purchase include these:
*2 or 3 water purifiers/filters
*Available at Philmont Trading Post
There are a significant number of crews that do show up without filters. None of them were ever sent home. We do give them more Micropur, which is expensive. If they do run into dirty water, I guess they are just stuck with it, or they can filter it through their socks.
That being said, it does not relieve crews and their leaders of the responsibility to bring/buy the necessary equipment.

It is always best to get the answer from the horses mouth, so to speak.
However, I will note that for 2005, this was listed in the guidebook as an optional
item, not required. I have not seen the 2006 or 2007 guidebook. Was this actually
reworded to make it mandatory?
I would be disappointed where this the case. We brought two filters in 2005. We
used them once, and then switched to the micropur. We never looked back.
We only had to treat water at four places on our trek (itinerary 2).
