Probably one reason is that Rocky Mountain Scout Camp is where NJLIC
(National Junior Leader Instructor Camp) is held. This is a one-week
course for Scouts that will be staffing their council JLTC (Junior
Leader Training Conference).
When I was there last year the Webelos Overnighter was at RMSC since JLTC
was already done for the summer. *That* was a neat experience. I don't
think I've ever been anywhere so dark at night (it was a new moon).
