[Philmont]: Gift to staff members

Prior to leaving for PTC, I was part of a discussion of appropriate means of
showing appreciation to staff members. Suggestions included patches, money,
gift certificates, etc.

As part of my PTC class, I obtained a 2002 Philmont Staff Guidebook. This
is the employment manual for all the Philmont staff.

On page 31, under the heading "Gratuities and Commercial Enterprise" it
states the following:

"Staff members are prohibited from accepting gifts, gratuities, money, or
favors in return for service rendered as a member of the Philmont staff.
Under no circumstances should staff members solicit any of the above
considerations."

Now, as I read the above, it sure sounds like if we want to give a gift to a
staff member for the fine job they did, the staff member cannot accept it.
For those who are former staff members on the list, is this one of those
rules that gets observed in the breach, or conveniently ignored? Am I
interpreting it more narrowly than its enforcement (if any) would justify?
Even while I was there, mention was made about giving a crew t-shirt to the
ranger, and Mark Anderson, Director of Program, with whom that was
discussed, made no mention of this policy.
