I think you need to stop reading so much and worrying about rules. :-)
Sure, it would be a problem if staff expected or demanded gratuities and
modulated their behaviors depending on the expected gratuity, but I have a lot
of trouble getting excited about a gift of friendship.

I got a little upset with your earlier post which stated that upper
administration was defensive when criticized. When you consider the bang that
Philmont provides for the buck, I don't expect fine dining? And when you
consider the logistics problems that have faced the Philfolks this year and the
grace exhibited during what must have been severe stress, I expect your
complaints were viewed as somewhat petty.

There is no way that any program can make 20,000+ people a year totally happy,
but I am a kid (FOF, actually, but a kid at heart) who finds total joy at
Philmont thanks to the tremendous staff, from top to bottom!
