[Philmont]: Withholding Philmont Arrowhead Patches

Imagine this scenario. A Council Philmont contingent has four provisional
crews. After very successful treks, they return to base camp. Crew advisor
goes to pick up Arrowhead patches, only to be told that the Council
Expedition Leader had already picked them up. Advisor asks Expedition
Leader for the patches to award to his crew. Expedition Leader refuses to
give patches to advisor, stating that [Issue number 1] Council policy is to
not give out patches until the crews have returned to the home airport, and
[Issue number 2] the reason for this is to "hold them over the kids'
heads--keep them in line."
