When I went on an NCAC "provisional" trek last year the procedures for when the arrowheads would be awarded were the same as related above. However, that they would be presented when we returned to the home airport was discussed at SEVERAL adult training sessions in the year before the trek. It shouldn't have been a surprise to anyone.
The council contingent leader is held responsible for everyone's behavior in the group. (Doesn't someone have to be?) Even when the group is made up of unit-based crews. The leaders running the contingents for NCAC have been doing it for a number of years and have learned some lessons the hard way.
