In this scenario, that did not happen. This was a surprise to the
advisor. But what is really surprising is that such a "policy" was not
previously challenged.

Yes. First, the individual him/herself. Second, the other members of
the Crew. Third, the Crew Chief. Fourth, the Crew Advisor. Fifth, the
parents. Rarely should there be an instance where the council
contingent leader is involved in dealing with a behavior problem of a
youth in a crew. He is responsible for coordinating the travel and
administrative arrangements for the contingent, making final health and
safety determinations on the trips to and from Philmont, serving as a
"replacement" adult for a crew if that should become necessary during
the trek, and serving as Advisor to the crew Advisors. He or she should
be far removed from crew operations and issues with individual youth
participants.

But for purposes of this discussion, is withholding the Philmont
Arrowhead award an appropriate method for eliciting good behavior or
dealing with bad behavior unconnected to the Philmont trek itself?

Mike continued: "The leaders running the contingents for NCAC have been
doing it for a number of years and have learned some lessons the hard
way."

Assuming there is a similar background for this scenario, the question
is, did they learn the right lessons?
