If memory serves me correctly, the financial settlement has to be cleared
with at the business office before a crew can continue with the check-in
process. And when there is a contingent involved, the business office deals
with the contingent as a whole and not individual crews of that contingent.
This involves turning in the final crew rosters, so if the early crews wish
to proceed before the later one arrives, they should be certain to have all
the paperwork for the last crew with them to turn into the business office
as well as having the person who is doing the financial details with them,
or everyone will probably have to cool their jets until the last crew of the
contingent arrives.
