I used bubble wrap. I bought some from a "mailbox" store, about 50' long
and about 2' wide. This was enough to do two packs. It was a little
cumbersome to work with and you had to be careful when taking it off at
Philmont to do so in such a way as to be able to re-use it.
 
It did protect the packs very well. Others in our group used big duffles,
but this was not great with external frame packs
