[Philmont]: Fuel Bottles

I have been assuming that fuel bottles are a no-no on airlines,
and so to get them to/from Philmont, that one must mail them
(ground transport) to oneself at Philmont/back home.

Is there any other way?

What chance is there of either:
(1) getting Philmont to add fuel bottles to the list of crew gear that they check out, or
(2) setting up an exchange program between those crews coming off the trail and those crews about to set out? (No, I dunno what the first or last crews would do, that is why I think it better if it were Philmont check-out gear.)
