Jason & all,
I have lurked for a long time on this list and I just have to say:
JASON - YOU HAVE HIT THE NAIL RIGHT ON THE HEAD !!
Make it a game & in the spirit of good scouting and you'll get 95% compaction PARTICIPATION and a lot of scouts (and even some Advisors) learning yet another simple but important skill for life.
I agree that maybe a ranger or camp staff took it too far and so some complained. But like you said, in the big picture how could this compaction issue get so complained about to kill a good practice ?
At the very least it should be: "We strongly advise that you compact your trash to help Philmont keep down costs and for Scouts to be more environmentally friendly." I had lots of fun on two different treks watching the Scouts compact the trash -it was amazing what they could do with a little effort.
Jason - keep up the great advice & ole Ranger perspective - it adds so much to this list coming from an experienced Pro ! Great Job.
