I participated in an LNT study where we smeared it around on rocks. That
was fun.
Theory in the dry areas is the urea does not breakdown or wash away. As
such, it is deposited in the river. Feces does not ever breakdown in the
desert, therefore you pack it.
Don't worry about the bears, you will all be packing it out soon from all
Federal land masses. All rivers in the west now are pack out, backpackers
are going to be next. The reason why no one needs to tell the bears is they
don't look for a spot to take a crap. They just crap. Humans look for the
perfect spot. (Don't believe me think about it.) A view, a seat, away from
people etc. Consequently we are crap in the same place, over and over
again. Easier to teach a new habit, pack it out, then to change an old one,
find a new place to crap.
