Maybe the church would be a better chartered
organization for you, if they were willing to take
that responsibility. Then they indeed could
participate in the leadership choosing according to
the established BSA policy - the chartered org. rep.
must sign the adult leader applications. Technically,
the chartered organization is required to provide a
meeting place, as you know, so that would be
sufficient reason to switch.
I do know of one troop in my area that is chartered to
a Ruritan Club and a Church. I don't know how that
works out in reality, but they've had that arrangement
for some time.
Then, there was the troop in the suburban Chicago area
I knew of that had two local organizations competing
to charter it; we should all be so lucky.
