Of course there is or could be. All adult volunteers have to have an adult
application that has to be signed by a represetative of the chartering
organization. If you keep your charter with the local Vet organization, then
they sign the application. But you could always volunteer to run the
application by them, or better yet have them have a representative on your
troop committee, who would also review applications and approve before the
troop committe chair signs the app. While this is less formal, it could work.
You certainly would not be under a whole lot more work to get an app processed.
You should also work with your local Scout DE and ask him to speak with the
church and explain the Scout Youth protections policies and procedures. That
could help alay the fears.Good luck
