If I am not mistaken, part of the chartering organizations responsibility outlined in the Charter is that they provide you with a suitable place to meet. Maybe someone who knows the exact answer can join in here. You may also want to check over at the Scouts-L board for this type of question. The chartering organization is supposed to have input in selection of leaders through the Charter Organization Rep (COR). Also, the head of the chartering organization must sign an Adult application. While I see the Churchs' concern, I would think that it would be somewhat awkward to have, in effect, two chartering bodies. It may run perfectly smooth at the present, but somewhere down the line it will be a problem. Perhaps the best solution if the Vets cannot provide you with a meeting place is for the Church to pick up the Charter, then their concerns will be aleviated, but it could create more problems if the they want to start micro managing the Troop.

Subject: [Philmont]: Leadership approval question
Our troop is chartered through the local American Vets, but they do not
have a place for us to meet. In the past, we have met at a local elementary
school. While the school has been very gracious to allow us to meet there,
the cafeteria facility is less than ideal for meetings and our meeting
schedule is restricted by school holidays and vacations. Therefore, we have
been looking into alternatives. A local church is considering allowing us
to use their facility, and it is an ideal set-up. We have been able to
answer all of their questions so for, except one. The want to know if there
is a process to include them in the process of choosing future leaders.
They are asking this to protect both the church and the scout troop, which
I understand. I'm sure there must be other troops out there who are
chartered by one organization, but meet elsewhere. Does anyone on the list
have a leadership approval process in place? Does anyone foresee any
problems? Thanks!
