[Philmont]: Sister Crews

I've read several posts that alluded to "sister crews." My troop has 2
crews for 2005. Each crew has different interests and physical abilities.
Is there a formal sister crew policy and will my crews be required (or
encouraged) to hike in a sister crew arrangement?
