It has been my experience at Philmont that most programs are available to
everyone who shows up at them. In most cases the staff will try to
accommodate everyone usually on a first come first served.
Not all itineraries have crews staying at a staffed camp to get program,
some stay at remote campsites and pass through program camps. When you have
unstaffed camp on your itinerary it will be up to your crew to stop at the
staffed camp and ask if they can do program.
Most programs have so many slots in the activity, the staff will schedule
crews to maximize the slots they have. Also weather plays a big part in the
opportunities you will have, rain can change things quickly.
Every trek is unique, you will follow a preplanned printed itinerary that
Philmont has devised. It will be the youth and advisor makeup, weather
conditions, how well the crew works together, and many other factors that
will make your trek unique to you and only you.
