RE: [Philmont]: Leadership approval question

That is usually a theoretic vs. practical issue based on how the equipment
was obtained. But you are correct, it could be a major snag. We documented
every penny in direct financial contributions from the Church and were very
careful to spend it on items we didn't care to leave behind, or camperships,
etc. For example, we bought the Troop flags with "their" donation. We bought
stoves with popcorn money. It may be splitting hairs but it cannot hurt. If
the Vets (in this case) donated thousands for equipment, it would be an
issue, both legal and ethical.

YiS,
Jim

One thing to remember. If I remember correctly, the chartering
orgainzation owns the equipment, not the Scout Troop.
