[Philmont]: Troop Equipment Ownership

Ummm, unless you're incorporated as a separate entity, probably not.
This is spelled out in the more obscure fine print of the Chartering
Organization paperwork. Not too many Troops go through the hassle of
getting themselves incorporated (it's not as easy as it might seem). So
unless you're one of the few, the equipment (like the Troop) belongs to
the CO. That's whether you paid for every last piece the Troop has, or not.

My Troop "owns" about $40,000 worth of gear, so we are pretty sensitive
to this issue....
