In my Wood Badge course we were required to have one "diversity"
ticket. I believe that BSA is trying to determine the level of
diversity within the program rather than attempting to label
individuals. It is difficult to measure the success of a program if you
don't know where your starting end ending points lie. Reporting dummy
data just makes it that more difficult to assess.

If you're uncomfortable making an assumption on ethnic/racial
background, just ask how the individual would like to be listed.
