Yeah, but I don't think that was the question, I got the impression the
question was whether Philmont would give them back to the crew. For our
2003 trek, we did not receive them back.

Our troop has always made it a practice to return any confidential info
needed for a specific event - birth certs, i.d. & medicals, etc. I think
most parents are concerned about confidentiality for their kids.
