Hmmm. If it were a government form, there would have to be a Privacy Act statement saying why they need the information, what they are going to do with it, and what are the consequences of not giving the information.
It would be nice if BSA told us this.

But for now, why not get the SSN from the parent (but not put it on the form), telling the parent that you'll give it to Philmont only if Philmont gives an adequate answer as to why they need it, etc.

I have a parent balking at providing his son's Social Security number
for the Philmont medical form. As a lawyer, I'm sensitive to the
privacy issues involved. However, as the designated Crew Adviser (God
help my crew), I'm anxious to make check-in as smooth as possible. Does
anybody know whether the folks at the Health Lodge will squawk at a
missing SSN?
