I spoke to medical about this in 2001 and then they said it is used for
medical insurance / medicade (federal program therefore federal number)
information if a scout were to be hospitalized. They did not make it a
requirement. Not so sure that it is not overkill

the Boy Scout Application was discussed - now we're talking about
Philmont's asking for it on their medical.
