The only personal gear you can obtain at Philmont is to rent a backpack. They
will provide the various crew gear items, i.e. tents, dining fly, bear bags,
cooking utensils. The crew will have to provide stoves and their own personal
gear. The most important thing for each individual is good fitting boots. The
rest is up to personal choice and budget. Obviously the most expensive items
are usually the lightest and weight of the pack with gear is an issue. I would
recomment they talk to scouts who have graduated and may have light weight
sleeping bags laying around in a closet. Also you can check with the local
council office as they sometimes receive donations from retired scouts. Next best
options are to check out campmor.com, sierratradingpost.com and
alpsmountaineering.com (they have an excellent scout discount program). Other great sources
are garage sales and ebay.
When we went last year, we told parents that if they were starting from
scratch for everything and went with light but reasonable gear they would spend
between $300 & $500 in personal items.
