$300 to $500 from scratch to outfit a crewmember is about right. We went "fairly" light, I expect us all to go out of H.Q. under 38 lbs. (last time we had two adults over forty lbs.) Our training hikes have had most of the crew under 35. Some folks bought second-hand on eBay, and did just fine, but it took awhile (at least a year). The big-ticket solutions we used were:
- Backpack: ALPS Mountaineering from www.scoutdirect.com, about $60
- Tent: REI sales, about $70
- Sleeping bag: Sportmart sale, about $40 ( though I bought a great Backside down bag for $80 from a Yahoo merchant, for an over-active sleeper. Best 'n lightest 20-degree bag for the price)
- Boots: $50 HiTecs from Sportmart, on sale in November
- Raingear: up in the Reno area I found the Sierra Trading Post Outlet, and bought some real nice GoLite jackets for $30 apiece. Redledge pants at $25 from Campmor completed the outfit.
- The items we spent the most on were: Crew T-shirts! I think it's up to $30 per person, after silkscreening, for two Duofold t-shirts we bought on-sale for less than $10.

Good luck, this cost issue is one of the main reasons I hate to go to Philmont (lower income kids never get the chance, like when I was a kid. I have never seen anyone from my old neighborhood on the trails there.)
