The plastic on the ground can help keep water droplets that may condense
from the air away from your sleeping bag and other gear.

It doesn't happen often but I remember one campout where it seemed there
were droplets of water on every leaf of grass and on the inside of the tent
as well when I woke up in the morning.

The plastic on the ground inside the tent kept the water away from the
sleeping bag and other
stuff that needed to stay dry. Underneath the plastic was a whole lot of
water that had condensed on the inner tent walls and had dripped to the
floor and worked its way under the plastic cloth.

Keeping gear dry is partly a weight management issue. You will be surprised
at how much extra weight you can end up carrying when your tent, sleeping
bag and clothing are all wet.

Keeping dry is important to keeping control of your body temperature. Being
wet allows you to chill when the moisture evaporates (the moisture will draw
heat out as it evaporates).

In high adventure backpacking, particularly at Philmont at the high
elevations at the Ranch, it is a good idea to check the air temperature
daily and to brief everyone on precautions to stay safe that day with regard
to weather issues. Safety with respect to hydration issues, staying warm
in cold weather and cool in hot weather, and staying away from lightning
strikes are three major issues to "Be Prepared" for.
