Most crews use 8 stakes for the dining fly (2 on the ridge line, 4 corners, and 1 on each side)
A Philtent takes 20 stakes IF each guy is staked separately. However, 6 lines are pairs in the same location from the fly and the tent itself, and one stake can do double duty for each pair, reducing the required number to 14.
And yes, you must furnish the stakes for both the fly and the tent.
