Has anyone experienced this problem flying on NWA this year or in the recent past? Are there waivers or such granted to Boy Scouts of America? Does anyone know of a way around this unexpected, unbudgeted expense?

My experience from several trips (and realize this is NOT what the rules say) is that the airlines (United and Continetal in my cases) are not particular about slight deviations in the overall dimension requirements - the counter attendaents simply don't pull out a tape measure and calculator to see what the sum of the length plus width plus height is.
However, I am prepared with a "Plan B" if they do, which is to get enough stuff out of the "oversized" bag and into a second checked bag that both meet the reqirements.
They DO check weight, but that should not be an issue.
