Joe is more "diplomatic" than I would be. Since the locations you
indicate are trail camps and are after Ranger training, it may not be a
reflection of a more lenient attitude by Philmont as much as an
"ill-informed" crew and/or advisors. Unfortunately, the health checks
only . . . don't go there Roy!
As to swimming in the Cimarron River, all I have to say is IMO there is
good reason the fishermen there wear waders. If I remember correctly,
this was one water source that Philmont suggested be double-treated.
Did your Ranger cover these aspects (don't attach anything to trees,
don't wade or swim in any water sources) during your crew's training? If
so, then Philmont probably still considers them important.
Probably goes along with the graffiti thread.
