[philmont] uniform pants news

BSA National Supply will be unveiling zip-off leg Boy Scout pants this fall,
according to our Council Executive. Whether these will actually be
designated as uniform wear, however, is unknown. If you have seen the new Stetson
BSA hats, you may have noticed a small disclaimer: "not for uniform wear."
